NIT sets eyes on Metro Rail, MIHAN in diamond jubilee year budget |

SETTING eyes on laying foundation for metro rail and removing hurdles in way of MIHAN’S take off, Nagpur Improvement Trust (NIT) has approved an outlay of Rs 381.44 crore for undertaking development works in the city. The Board of Trustees, in its meeting held on Friday, gave shape to annual plan for the year 2012-13.
The formal first meeting with executives of Delhi Metro Rail Corporation (DMRC) is slated for first week of March, said NIT Chairman Pravin Darade. He added, rehabilitation of MIHAN PAP’s is expected to be completed within this year. He was addressing a press conference after the meeting.
Darade exuded confidence that year 2012-13, also diamond jubilee of NIT, will mark a turning point in history of Nagpur, as several major initiatives are marked for implementation. Apart from preparation of detailed project report for Metro Rail. MIHAN project will take off firmly, he stated.
About Metro Rail, Darade said that by end of December 2012 first phase of project that is, preparation of city mobility plan will begin. On March 1 and 2, a high-level team of DMRC officials gets down to brass tacks.
TREE PLANTATION: Also to increase green cover in its diamond jubilee year, NIT has earmarked a sun of Rs 15.50 crore for planting 1.40 lakh saplings. Even individuals can participate in tree plantation; they just have to notify NIT which will help in plantation, supply saplings. Citizens will have to take care.
PPP PROJECTS: A slew of PPP projects have been identified. This includes bus terminal at Jagnade Square, Super Speciality6 Hospital at Wanjri, construction of commercial complex at Gukulpeth market, Yatri Niwas at Ganeshpeth, multi-level parking at five places on Central Avenue, auditorium at Wardhaman Nagar, sports complex on Umrar Road, etc. NIT is also undertaking construction of Yatri Niwas at Deekshabhoomi, auditorium and museum at cost of Rs 3.70 crore and also allocated Rs 9.60 crore for erection of museum.
METRO AREA DEVELOPMENT: The work on preparation of Draft Development Plan has been entrusted to M/s Halco Consulting India Pvt. Ltd. Mumbai, and in next financial year a sum of Rs 10 crore is proposed for this purpose.
Meanwhile, NIT has finalized plan for two schemes in metropolitan area, Khadka-Kirmiti-Shiomadka-Panjri-Waroda-Fui-Gawasi-Manapur in Nagpur (Rural). Right now work of planning and data collection is in progress and preparation of development plan and base map is in final stage. Darade is confident that by year end, existing land use plan for Nagpur Metropolitan Area will be finalized. Elaborating on the metro region, he said NIT has framed Revised Development Policy and so far sanctioned more than 100 layouts. For layouts sanctioned prior to August 31, 2010, wherein plots are sold to individual demand notes and on payment of development charges, NIT will release the plot and building plans for same shall be sanctioned. NIT wills take-up development works in this layout after receipt of 50 percent of the development cost.
About Besa-Beltarodi, Darade said the survey as per court’s order is on. Recently we checked 40 buildings and all were illegal.
They did not had any sanction from either Gram Panchayat, District Collector, NIT. Our stance is clear, those buildings which have obtained sanction from either one of these authority, and they will be liable for action.
Superintending Engineer Sunil Gujjalwar was also present at the press conference.

Land lease of ill-fated Pravesh Cold Storage cancelled
TAKING a sue form collapse of towering Pravesh Cold Storage in Kalamna, in which 18 persons died, Nagpur Improvement Trust (NIT) is contemplating making it compulsory for owners to take occupancy certificate before moving in constructed buildings.
NIT Chairman Pravin Darade said they will take-up matter with NMC to have an agreement on the issue. He however said NIT cannot be blamed for the mishap, saying their role ends with vetting the building plan.
Superintending Engineer Sunil Gujjalwar cited example of house construction, saying it’s individual decision on choice of material, and NIT has cancelled the land lease agreement of Pravesh cold storage in Kalamna, Board meeting also approved NIT’s recommendation to take back the land form Pramod Khandelwal.
NIT yet to receive Rs 222 cr Govt share
MAHARASHTRA Government has not yet released Rs 222 crores of dues to Nagpur Improvement Trust (NIT) in the current financial year. This includes Rs 50 crore for undertaking works in dalit localities, Rs 27.50 crore as share of JNNURM, Rs 20 crore of Special Assistance and Rs 40 crore for Metro Region. About this Pravin Darade said this sum is likely to be allocated to NIT in next financial year and hence the budget will go-up substantially.
Asked about last year figures, Darade said though outlay was of Rs 425.80 crore, the actual revised budget was Rs 221.93 crores. This was so as Rs. 222 crores by way of allocation from State Government did not come. This year no provision has been made for development works in unauthorized layouts, Darade said to a question and said State Government has to decide on status of localities in green belt and no development zone. Till then NIT’s hands are tied as last year alone it could not act upon its plan for Rs 296 crore which it was supposed to get under JNNURM.
